Phase I, preparation of the key trench and construction of the cofferdam, should be completed within 30 days according to a con- tractor, with LaMar D. Construction, Phase L general contractor for project, which was approved by a record turnout of voters in a June 23, 1981, bond election, is engineered for 9,000 acre-fe- et capacity and includes rerouting of State Highway 163 across the top of the dam.
