Granville, board chairman of Texaco, Inc., says the federal government is primarily to blame for creating any energy crisis. Chrysler Buys Honda Engine - The DETROIT (AP) Chrysler Corp. has bought rights to the use and sale of Honda Motor Co.s CVCC engine system, the American automaker said Wednesday. The agreement with the Japanese firm is for nonexclusive use of the engine, which Chrysler hopes will contnbute to its meeting tighter domestic emission standards. Speaking to natural gas officials here, Granville said the petroleum industry has been taking the brunt of criticism, while federal government errors in recent years actually touched off the crises. He also suggested the United States reconsider its policies in light of the increasing oil shortage. We who are having to cope with the problem have been of contriving the accused energy shortage and even of withholding products to obtain Arab-Israe- li price increases, he said. In my view, the exact opposite of contrivance has existed. Among factors cited by Granville as government mistakes contributing to the energy crises were: Oppressive regulation of natural gas field prices by the Federal Power Commission in the 1940s and 60s. The Cli ji Air Act of which was 1970, but compounded the problem of energy supply at a critical time. Current discriminatory regulation of oil prices which has hampered industry efforts to reverse the trend of importing more energy.
