Don Nasser of Valley Engineering presented a three-phas- e outline of the proposed system which would eliminate the present ditch irrigating with a below-groun- d plastic pipe network that would run either along city streets or, more preferably, through the backyards of landowners. However, the Council decided to wait on the project and will probably put it out for a general bid once a finel decision is made. If the plan is approved, residents would be able to tap the water from individual faucets and would be able to use the water when they wanted to, rather than on a turn basis. Another advantage to the pipe proposal is that an estimated 50 to 60 percent of the water which is now lost to seepage because of the citys gravel base would be saved, and all users would then hae an abundance of water. Born Octooer CHEYENNE (AP) Wyoming Sierra Club leaders say they are embarrassed by some statements contained in a confidential club memo detailing plans to orchestrate media coverage of its petition drive against Interior Secretary J ames Watt. But they say there is nothing secret about the petition drive and nothing sinister behind the environmental groups efforts to attract news coverage of it. A Cheyenne newspaper obtained a ropy of the controversial confidential memo earlier this week and reported Sierra Club chapters were being urged to stage rallies this weekend as petitions were sent to Washington, D.C., urging Watts ouster. The memo, which was sent by Doug Scott, the clubs federal affairs director, warned chapter leaders that it is vital that this plan remain absolutely confidential. But Phil Hocker, a Sierra Club director from Jackson, said it was foolish for Scott to send out several copies of the memo and expect it to not leak, and he said the furor over the memo has provided the Sierra Club with more news coverage than hoped for.
