Holbrook to take over as campaign chairman for the departing Frank D. Wilkins. Governor Calvin Rampton, last week named Mr. Wilkins to the Utah Supreme Court. ; Mr. Holbrook served as campaign manager for Gov. Rampton in his first two races. He also served as the Utah campaign chairman for the 1972 presidential bid of Sen. Edmund Muskie. Sen. Moss praised Mr. Wilkins for Han excellent job1 and the senator said he was sorry to lose the new appointees services. He added, however, that he is delighted that Mr. Holbrook accepted the job and described him as eminently qualified.
