Howe said today he endorses President's proposal to continue cuts in federal income tax and said he also thinks some cuts in federal spending must be made at the same time, but the Congressman warned that a cut in the budget equal to the Presidents proposed $27.7 tax cut might cancel some of the beneficial effects the tax cut would otherwise have on the economy. The temporary tax cut in effect this year and the permanent tax cut the President is now proposing serves two purposes. First, it gives the American people some relief from federal taxes and gives the people, especially lower income people, money they badly need, and at the same time gives business some tax relief in order to stimulate an upturn in productivity. Second, the tax cut serves to stimulate the economy by putting more money in circulation and thereby helping to boost the country out of the present recession," Rep. Howe observed. So I think a continuation of the tax cut will be good for the peple and the economy, but I fear that if the President insists on balancing the tax cut with an equal budget cut the two actions simple balance each other and cancel out any stimulation to the economy that the tax cut might provide." Rep. Howe continued. I certainly favor cutting federal spending as much as possible; I vote every day for measures that would cut unnecessary federal spending programs. But it must be understood that some federal spending goes for programs that create jobs or stimulate industry or otherwise put more money into the economy, and these prgrams, in the long run, dont really cost the people money but rather generate salaries profits and revenues that more than pay for their initial cost. If we cut the federal budget as drastically as the Presidents proposes. I fear that we may kill or severly damage some of these good, economy stimulating programs and lengthen, or even deepen the current recession. I would like to see the federal budget trimmed; eventually I would like to see the federal budget balanced. But I think we have to recognize the fact that right now we are in a peculiar economic situation that requires some investment of federal dollars in order to get our economy back into shape. Congressman Howe concluded, Im hopeful that Congress and the President can reach some compromise on a program of continued tax cuts coupled with reasonable cuts in federal spending that will allow us to meet the twin goals of giving the people some tax relief while at the same time stimulating economic recovery. The Congress wants to cut unnecessary spending as much as the President does, and I think it should be pointed out, in all fairness, that for all his calls for fiscal restraint, President Ford severely criticized the Congress for cutting back slightly on the huge increase he requested in the Department of Defense budget. Canyon Graphics and Graffiti, an exhibition of photographs and petroglyphs from the Glen Canyon and Lake Powell areas, opens October 18 at the Utah Museum of Natural History. The exhibit will remain on view through November 23, according to Donald V. Hague, director of the University of Utah-base- d museum. It is free and to open the public.
