National Park Service Director, RRonald Walker, has River delivered an interim to Statement Running Policy Utah Senator Frank E. (Ted) U.S. Moss. In a cover letter Walker as- sured the Senator that, There is presently no scientific justification for either raising or lowering the use ceiling on the Colorado River in Grand Canyon. Until such research can be concluded, the ceilings in effect in Grand Canyon and other parks shall remain unchanged. Moss was involved last year in opposition to Park Service plans to arbitrarily reduce usage cf the Colorado by river runners and eliminate all motorized craft. The new policy statement sets a deadline of December 31, 1977 to establish through scientific research the level of use that each river system (under Park Service authority) can sustain. The policy statement also calls for an overall management plan o be developed for each river system. The plans are to be completed by December 31, 1974 with f:nal approval scheduled fer April 30, 1976. The Park Service Director also told Moss. We will defer a permanent decision on motors untol there is more factual information at hand. However, to sustain the principle of minimal motorized uses in the National Parks conversion to oars will be encouraged. An attempt last year by the Park Service to eliminate motorized craft from' the Colorado River was abandoned after protests from Mess and others. The new statement reads, For the present, where motorized craft are presently used, there will not be a mandatory elimination cf motors; nor shall there he an increase in motorized use and these people using motors shall be encouraged to voluntarily reduce that use. N" permanent decision will be made on motors until additional 'ata rn safety and pollution are rbtained. the statement says. It adds that daily mileage (10-- 4 10-2- 10-2- Utahs pheasant and quail hunters this year will have half as long to bag their quarry as in the past several years.
