Wallace E. Olson, executive vice president of the American Institute of Certified Public Accountants, said cities, towns and villages are increasingly using management surveys to raise efficiency of municipal. . departments, control ity expansion, improve transit, and ameliorate urban blight. , One of the major results of such studies is to help community leaders determine the best allocation of funds. An inevitable opposition exists, Mr. Olson said, between the objectives of department heads to provide the highest level of services and the objective of a village board'or a xcity council to operate within a.'tolerable budget. The goal of conscientious municipal department heads is to achieve perfection, and this leads them ' to Mk continually for more personnel and equip-- . ment, he said. At some point, however, the cost of such increases becomes greater than the value of the margin of improvement, and in some 'cities and villages it will be found that the number of personnel exceeds optimum t staffing from a standpoint. civic 9) NOTICE TO CREDITORS No. 60459 Estate of GEORGE E. Olson referred to an engagement in which another accounting firm developed an information system for a rapidly expanding c o r p o r a t e .new town" so it could plan and control its services to residents, including central town air conditioning, sidewalk snow removal and lawn care. He cited an instance in which a CPA firm worked on. a program to establish tax incentives to encourage property owners to renovate slum neighborhoods in a number of cities. Olson pointed out that counties and states also are using services of certified public countants in areas such as improving welfare services while reducing costs and expediting the trial of criminal cases in municipal and superior courts. Noting that an increasing number of CPA. firms are carrying out such evaluations for population centers of various sizes, Olson said these types of studies, professionally carried out, are becoming a routine part of the civic planning process. Wallace E. Olsoff . Periodic management studies enable the chief executives in a city or village government to reach a balance in distributing resources so as to achieve the highest level of service consistent with cost, he explained. Betides popularizing "the breakfast drink of astronauts" the developments that put John Glenn into earth orbit and Neil Armstrong on. the moon, are used in a variety of household and industrial products which benefit those who haven't gotten that far "yet." Silicone, one of these space age materials that has been to the moon and back, has been used as a sealant and heat shield for spacecraft since Glenn's Mercury flight ip 1962. It is being used aboard the Skylab orbiting workshop to protect astronauts from the sun. After silicone was used s as a sealant for the of the Mercury spacecrafts, it became a vital part of the Gemini and Apollo wjn-dow- programs. During this spectacular series of earth orbit and lunar probes, man landed on the moon. When astronaut Armstrong took his historical "small step for a man, but a giant step for mankind," the soles of his Luna Boots, made from General Electric Company's silicone rubber, made the first human imprint on the moon. Today, silicone rubber, a General Electric product, is protecting Skylab 3 astronauts Alan L. Bean, Owen K. Garriott and Jack R. Lousma from intense solar radiation. It is being used as the space age linseed oil contained in a thermal control paint that was specially prepared for the Skylab mission. The coating is applied to the surface of the twin-pol- e sunshield to reflect 75 percent of the sun's energy. Astronauts Bean and . Lousma installed' the 22 x silicone-coate-d shield over the parasol sunshield deployed by astronauts during the first mission after the orbiting workshop had been damaged during liftoff pnMay 14. 24-fo- ot Bade on earth, silicones continue to perform more ordinary daily tasks, but with the same results as found in the twin-pol- e son shield of Skylab 3. Silicone is used in everything from sealants, glazing, adhesives and weatherproofing to such products as aerosol spray starch, vinyl deaner, water repellents, paint; polishes of all types, transmission, hydraulic, and brake fluids, and even for spark plug boots. And, oh yes... That stuff you put around the bath tub to seal it. Thats a silicone product, tool |
