The problem with the present plan is that there has not been enough federal money to cover all of the projects. There is $1.9 billion in government coffers, and the state bills come to $2.4 billion. What the Congress intended in case of this development was for each state to receive the same percentage of its claim. Since the amount available is about 80 per cent of the total. EPA should give each state 80 per cent of its claim.
