This is a matter between employer and employee or union negotiation. The Pay Board does not limit the number of wage increases per year, but merely limits the total aggregate annual increase to the 5.5 percent guidelines. Q. May a restaurant now increase the cost of coffee to reflect the increased costs of another item on its menu? A. Yes. If it is the restaurant's customary pricing practice to increase the prices of ono or more items on its menu to reflect increased costs incurred in providing food service to customers, the establishment may do so under Price Commission regulations, even though the increased costs are not directly related to the mnu item or items it chooses to increase. Q. Are sales of imported wines subject to price controls? A. An imported wine's first sale into U.S. commerce is exempt from controls. However, a subsequent sale by the importer or. wholesaler or by these dealers to the consumer is controlled. In general, a retailer or wholesaler may pass on to the consumer the increased cost of obtaining the imported mine. Q. Are all small businesses exempt from wage and price controls? ANo. Generally, small businesses which averaged 60 or less employees during the payroll periods specified by the regulations are exempt from wage and price controls. However, the small business exemption does not apply to health service providers, to certain lumber and construction firms, to Price Category I or II firms, or to firms in which more than 50 per cent of the employees are affected by a master employment contract covering more than 60 employees. According to Robert D. Nielson, BLM state director for Utah, the council paid $4,775 for the 637.1 acres under provision of the Recreational and Public Purposes Act. The Utah National Parks Boy Scouts of America Council includes nearly 33,000 members all of the state south of Salt Lake County plus the section of Arizona north of Grand Canyon. Council officials indicated they intend to acquire more acreage adjoining the tract for which they obtained title. Scout officials said the camp site is nearly 6 miles south of Parowan and . about 15 ' miles northeast of Cedar City and will be known as Braffit Scout camp. Access to the area is by the Parowan Canyon Road (Utah State Highway 143). The tract adjoins the Dixie National Forest. According to plans submitted to BLM by Boy Scout officials development is contemplated for 1,383 acres over a 15 year period and the first five year phase will include development of primitive camping areas, trail improvements, start of construction on a central camping area, clearing of a pond on the site for boating and aquatic activities, and improvement of the access roads.
