Item 9, Page 256, Little Hoover Report - This Commission recommends that the Attorney General as an elective office be eliminated and that he be appointed and head up the office of legal services. The present state auditors law Utah Code Anno-t&tc- d Section LETTER TO THE EDITOR 67-3-- 1, By Joseph Jody Elder AUDITOR WARNS UTAH VOTERS One of the most contemptible plots to trick Utah voters into giving up more control of their government is sponsored by proponents of Constitution Amend- ment Propostion (I). These proponents dont want the people to vote for their independent State Audtior and their independent State Attorney General, they want these state officials appointed by the Legislature. For nearly eight years and particularly for the past four years, climaxing in the November 1972 general election, there has been an underhanded scheme to deceive and brainwash Utah voters into passing a constitutional amendment which could take away forever the peoples right to vote for their State Auditor and Attorney General. . It is a very simple trick. In Propositoin (I), which will appear on the November 1972, ballot, the Constitutional Revision Commission, a special political arm of the Legislature, is The State Auditor shall be auditor of public accounts, and as such shall be independent of any executive or administrative officers of the state. He shall be responsible only to the Legislature and to the people of Utah. The proposed constitutional amendment, Proposition (I) Section 33. The Legislature shall appoint a legislative auditor to serve at its pleasure. The Legislative auditor shall have authority to conduct audits of any funds, functoins and acmounts in any functions and accounts in any branch, department, agency or political subdivision of this state and shall perform such other related duties as may be prescribed by the Legislature. He shall report to and be answerable only to the legislature. The present wording of the Auditors Law makes it perfectly clear that the Legislature already has an auditor, but the Constitutional Revision Commission doesnt like the idea of him being independent and responsible in any way to the people of the state of Utah, and consequently it takes away his duty and eliminated the wording and to the people of the State of Utah.
