Many people believe these unfortunate ones remain children forever, In a sense this is true, but the retarded do experience the physical and emotional changes that normal children undergo with approaching puberty and adulthood. Maria Egger, Swiss physician who has devoted her life to caring for the mentally retarded, has written The Different Child Grows Up to follow her books, When a Child is Different and Educating the Child Who is Different. The book is of interest to the general public as well as families of retarded children for its insights into the shadowy world of the retarded. Written with the convictoin that the mentally retarded can live useful lives, her book describes how society has treated these individuals, what happens to them as they grow up and how they should be educated. She discusses the problems of puberty, emotional maturity and sex education as well as marriage, trade and occupation, and old age. She stresses the importance of teaching the retarded child discipline, manners and mature behavior from early child hood, or, she says, it may never be learned. If a- child is permitted to act babyish when very young because it is cute, the child will continue to behave this way as an adult or when such actions can be annoying or even offensive. Finally, Dr. Egger weighs the advantages and disadvantages of living at home over living in an institution, and she describes the proper parent child relationship one that allows the utmost degree of freedom and happiness for each person. , - Moss Comments on Smoking Dog Tests Senator Frank E. Moss of Utah said that the American Cancer Society's report Effects of Cigarette Smoking Upon Dogs, is a landmark contribution to research on smoking and health. As I understand this study, which was made public today, produced two important findings. This is the first time lung cancer has been induced in test animals by cigarette smoking. The test also showed that filters can reduce the cancer causing qualities of cigarette smoke, by reducing tar and nicotine. This only confirms by determination to fight for the strong Senate bill or cigarette advertisconferees ing when House-Senat- e meet later this month. Senator Moss said, 'The study supports my long held position that tar and nicotine contests should be listed on cigarette ads and packages to fully inform the smoker of the hazards involved. There is still no indication a truly 'safe' cigarette is available but some cigarettes apparently are less lethal than others. The smoker is entitled to know where the greater hazards lie. I think the time has come for the Federal Trade Commission, under its existing powers, to move to require a listing of tar and nicotine content in all cig arette advertisings and on all cigarette packages. Lloyd Says Nixon Loa Clinic Scheduled Wise in Omitting Compulsory Clause By can Task Force on Labor Law Reform, said Friday he thought President Nixon was wise in not proposing universal compulsory settlement in his message to Congress on national emergency strikes. The Presidential message recommended that railroads and airlines be brought under the Taft Hartley law, with a compulsory settlement provision to be applied as a last resort in major transportation industry strikes which threaten to become a national emergency. I feel that if the President had proposed compulsory settlement for all industries in a national emergency situation, it would have drawn strong opposition from all of labor and almost all of management engaged in interstate commerce. Nevertheless, I applaud the Presidents message as an attempt to better represent the public interest in national emergency strikes, and not necessarily the interests of either of the negotiating parties. The Utah Republican said he would call a meeting of the task force very soon to discuss the president's proposal and he was reserving judgment on it until he has had the opportunity to study it further. Rep. Lloyd said he was advised that railroad management to being brought under the provisions of the Taft Hartley law, which is the federal governments major legal weapon in national emergency situations. Railroads and airlines presently come under emergency strike provisions of the Railway Labor Piute Counties. Women from Sevier County also may attend if they desire. The clinic is a part of a statewide program in which cancer examinations are given women who reside in rural areas where there are few physicians. No doctors are practicing in Piute or Wayne Counties. The free clinics are chiefly concerned with looking for abnormalities which may be a sign of breast cancer or uterine cancer. Any abnormalities or danger signals are then followed up by the womans family doctor. Previous clinics have drawn hundreds of women and a high number have reported danger signals in questionnaires filled out prior to the examination and Pap smear tests.
