Humphrey is being heard to complain more often that he is put on the firing line whenever the war in Vietnam looks bad and taken off whenever the situation seems to improve. And at the same time, United Nations Secretary General U Thant is saying more often, in a seeming reversal of his previous pessimistic siutation, that he believes the world community could play a more important role in settling the war. It is still uncertain whether there is really any direct relationship between these two developments involving two important changes of view. Humphreys was voiced before his Dominican trip. But, far beyond the traditional Fourth of July oratory and the ebb and flow in the tide of the war, there is growing speculation that Humphrey and U Thant may be indicating genuing hopes for an improvement in the costly, dangerous, long and frustrating war even though public opinion is being fightprepared for stepped-u- p Vice day-to-d- ay ing. There have been, are and will continue to be other straws in the wind that America may indeed be out of the woods at least in Vietnam, if not elsewhere in Southeast Asia; Thailand, Laos, Cambodia or Korea could quickly become new crisis spots. The Southeast Asia Treaty Organization, in worse shape than the North Atlantic Treaty alliance, has weathered still another ministerial meeting, at Canberra, Australia, without collapsing. Neither alliance has given the full, active support expected in Vietnam. France, for example, still actively opposes the U.S. role in the war. Great Britain still is debating a fullscale mili- east of Suez, which would leave the U.S. largely responsible for the defense of the Far East. Nations, such as Australia, which are providing token' military assistance in Vietnam, are stepping up their trading with the enemy. tary withdrawal Our increased bombings are protested. Yet, these and other nations have broken past reticence at NATO and SEATO ministerial conferences to say, at least, that they now understand the U.S. position in Vietnam. This increased may understanding not be of much practical assistance as Americans continue to die on the firing line. But it strengthens our propaganda position, which is just as vital as the fighting in winning the war. Free Asian nations are also mobilizing to defend themselves from aggression. The recent formation of the new Asia and Pacific Council, including hitherto neutral Japan, has given indirect support to the U.S. effort and deplored the (Communist) rejections of moves to bring peace to Vietnam. Red Chinas isolation from the World Communist movement has deepened; a new rift has even developed between Peking and hitherto friendly Roumania. Strains are developing between Red China and North Vietnam. The proof is that no one can successfully disappear if someone loves or hates them enough to pursue the search endlessly.
