The following speech win delivered by Judge Zaue at the republican couuty rtmveuliou in the federal court room on July Stii: Mr. Chairman tnul ti,:i!t!'i)icn of the Cain; ntiou: Ftiding au interest in tlie orraui.aUou of national parlies in this territory, I stepped inside of tlie door to see what you were doing, not intending to make a speech. Siuoe you h:ivo called on niu. I will depart so far from the coursu that I have hitherto piiKued as to say a fow words before Uking my seat. I will say, ireiitUimoa, tlut J am hearlily iu favor of this uiovu-uiim- t. (ireat applause j WliLUiner I de.3iu it m.V duly to spt'ttL out on o-- y sul'ject I do a. About l.iuu months opo, when it was by tho bead of Ui rtdiRioui oraui.ttliou known a the Church of Ji itii Christ of Latter Day !aiiit, that be propound to obey th laws of tho country, and advised nil the nieiubeist of that el.ureh to do Iikc io0; and when t!ie general confereuee rcliresenting tUu church passed re.olulions stating that tho ml vice was biudiui; on its mimi" is, I choso to believe it wa iu pood faith, Applause. It woi just what I had been insisting that the organiza-tion ought to do aud after th"y did it I did not teol like turning arouud and i sayipg that they werj not sincero. i have seen enough of them to conviuee ice that many of them, at luast, had con'. lotions that they possessed con-sciences by which they were governed. I have eocu them pass man after mau from this courtroom to tho peuiteiiliary rather than promiet) to obey tho law. And when the people's parly, members of that church, through its committees announced that the per. pin's party had disbanded and the announcement was acquiesced in, I chose- to take it in good faith. And wneu ti. y stated that thoy proposed to vote with one or tho other of the two national parties that was right.and that thu public good so demanded, I chose to attribute good motives to them. The people's par!y and tho liberal party of this territory have been organ-ized with respect to religion. It is a bad thing to have political parties in any country, organized with respect to religious faith and worship. Since the mormons have abandoned polygamy and the people's party has disbanded, there is nothing for a third party to do but to pursui) them on account of their religious beliefs. Their conduct, as the conduct of the members of any church, may be defined as crime and punished, if in-jurious to society. lint their beliefs cannot be so defined, prohibited aud punished. In abandoning polygamy and iu dissolving tho people's party the mormons did right. Aud they credit for it not censure and abuse. In so doing I give them credit for patriotic aud good motives. I went as far as the law would allow in suppressing polygamy; but I dare uot invade the right of conscience. No earthly power has a right to pone. rite, the Io-nian bosom and eradicate from the soul of man its religious beliefs. If that work can bo done it t:iu-- t be per-formed by a power that is higher than anything human. If any man in his worship doct not net injurious to so-ciety, by whit authority may you or 1. or all of us, stand between him and his (lod? If we may pursue one man for Ins thoughts and beliefs we may an other. An individual may coutrol bis conduct, blithe believes what he can. Tho human intellect and conscience must bo left freo. If we may sup-press one church because of the beliefs and the modes of worship of its members, we may anoifer, and whose religion will be spared? The constitution of th". United States de-clares that congress shall make no lavv respecting the establishment of relig-ion or prohibit tho five exercise there- - of. This is a cardinal principle of our svsteni of government, both national and stato. That being so, why organ- - I7,n poetical parties with respect to beliefs or worship? Whene'. ar government attempts to proscribe men on account of their beliefs before they have cropped out into human actions, they attempt that which belongs to power above us. We must be-lieve as we can 1 may not believe as my friend who sits here, but be may be as honest as I am. We cannot be-lief just what we want to, and to pun-is- h a man because he does not believe just as we do is tyranny and oppres-sion. Great applause. In bygono ages, despotic govern-ments attempted to invade the sacred domain nf tho human conscience and in their attempts thoy have reddened the "f the human race with the blood of brave men. Political parties may be organized with respect to ac-tions and conduct, but not merely for the purpose" of suppressing human thoughts and convictions. We cannot organize political parties with respect to churches in this land. Mv friend says there are 1 10 of them; I presume he has uot got them all. Government must bo liberal enough to tolerate all religions. We must not fetter tho mind and conscience of men. Such proscription dwarfs the mind and belittles the conscience. I did not rise to make a political sneech only to call attention to a principle: to which all pnrties that: ought to exist should eon-lorn- i. I call attention to the principle because I think there is a disposition on the part of some peopie to violate it. I believe that the republican anil democratic parties in this territory should present their principles to tho people and invite them to unite accord-ing to their couvictions. TllllNMlilO.
