The Council Committees on Streets, Municipal Laws and Finance ?eld a session last night that did not adjourn until IX o'clock. The City Engineer was instructed by the Streets committee to look into the plan for parking and paving Brigham street, as proposed by J. J. DaTy and make a report. The Council held an adjourned meet- mg of a few minutes" duration in order to approve the contract with A. L. Hamlin for the-- PTOptinn rvf tVio noiv nect. house, and to fix up the city's payrolls so that employees might have- some money for Independence dav. When the matter of paving Brigham street came up, three plans were submitted for the approval of the Council committees. City Engineer plan was to reduce the grade Kelsey's two feet and build a retaining wall from State to E street, the maximum height of the wall to be nine feet. A thirty-foo- t sidewalk and park are also proviued for in the plan. Spencer Clawson's plan was to establish a park in the middle of the street, between two retaining walls, each of a maximum height of six feet. The third plan, submitted by J. J. Daly, who was assisted in its preparation by landscape gardeners employed by himself, is similar to that of Mr. Kelsey save that it reduces the maximum height of the wall from nine to six feet. This is done by maintaining the present grade in the lower half of the street and the street grade to the sidewalk brings level by the gradation of the parked strip. Mr. Dalv assured the Council committees that the park would be carea for by the citizens even if be had to pay the costs himself. The three propositions were put to a vote and Mr. Daly's rlan was considered most feasible. The Citv Engineer was instructed to bring in estimates n the work.
