Because of the apparent confusion regarding the role of the citizen in this particular program, we outlined the Department of Housing and Urban Development's guidelines for citizen partici pation last week and this week we will look at the recently approved I I a local program. The goal of the component written as follows: i The goal of the is Citizen Participation Component is to strengthen and expand the six existing citizen structures (neighborhood councils) in both the neighborhood program and the Model Cities program. This will encourage further resident development and will allow citizens to be meaningfully and realistically involved in the formulation of policy with the avowed end of making our community better place a in which to live. This will be based on the rational desires of knowledgeable, involved and residents. The goal is consistent with the "performance standards for citizen participation" which, by HUD guidelines, must include six major points. They are: 1 . Structure - "There must be well-informe- i? I; d some form of organization neighborhood residents in the process of policy and program planning." . Re presentation -- "The leadership of that structure must consist of Representatives - residents accept as representing their interests." 3. Sufficient Information -- have sufficient information about any matter to be decided, so that it can initiate proposals and react knowledgeably to proposals from others." 4. Technical Assistance "The structure must have the technical capacity for making -- knowledgeable decisions - some form of professional technical assistance in a manner agreed to by neighborhood residents shall be provided." 5. It is the intention of the Citizen Participation Organization structure that a coordinated effort be established between these three citizen participation sections in order that the goal of the citizens to strengthen the citizen structure and to make the community a better place in which to live might have a better chance to be realized. The nine existing task forces will remain as they are now constituted but will be regrouped under four coordinating units with , well-trained- knowledgeable, and mutually acceptable planners and evaluators and at least one technical assistant assigned to each cf the nine task forces. The four units will be comprised of: a. Government Unit which will meet with other units on at least quarterly if not monthly schedules. b. Economic-EducatioUnit c. A discussion of various housing problems and subcommittees was also included in the meeting. Francis Kooyman, from the Capitol Hill area, advised the Physical Environment Task Force that the most important need of the neighborhood was the Harry Cowburn was appointed as an alternate Coordinating Council representative in place of Willard Hicks. rehabilitation of a deteriorating area, specifically the restoration of Quince Street and the surrounding streets in the Marmalade District. Afton Kinney read a report on Redwood's major needs which included: 1.) Street project for better ingress and egress, 2.) covering of the irrigation ditch and land acquisition so that the center will take all the property up to Lester Street, multi-purpos- 3.) e Become active in storm drains for stimulating environment and health protection, 4.) street improvements, 5.) encourage development of vacant lots, 6.) support the Jordan River Cleanup and development, 7.) park area e for the center, 8.) better lighting, 9.) sidewalks, curb and gutters. Larry Jensen, Environmental Health Agency, suggested a major goal for the task force - to multi-purpos- improve one of the 9 working task forces a person's living conditions, his working conditions and the places of his recreation. A motion was made and carried that the goal of the Physical Environment Task Force should be to improve the environmental health and living conditions in the Model Cities area through rehabilitation, education, beautification, and restoration. m For Information Call Faron Ith.
