COMMUNITY ACTION PROGRAM - Components of the Office of Economic Opportunity's Community Action Program may be designed for older people. Library Services and Construction Act Amendments make available to the States, funds for the establishment of improvement of library services to the physically handicapped, including the blind or visually handicapped. The Adult Basic Education Act of 1966, provides grants or loans to State education agencies to train individuals 18 years of age and over who have less than education. an eighth-gradAll 50 states and three territories now offer basic education opportunities under this Act.
