Neither the CDA staff nor the citizen participation structure shall operate projects, with the exception of projects which are necessarily related to their basic responsibilities, or are minor and temporary in nature. b. Membership on Operating Boards. Not more than one CDA staff member and not more than one member of the control policy body of the citizen participation structure shall serve as a board member of any operating agency.
