A survey was taken last fall by the Council to get a publicopinion, so we would know in which areas to channel our activities, to cover what the majority of the people felt were our biggest problems. A large number of the residents stressed a strong desire to have something done about the odor coming from the sewer disposal plant. This has been a problem for many years, and it seems like the people in charge would rather give excuses than do anything about it. Pett "When you're raised in the country you learn to help other people." Joyce Edwards, who lives at 333 East 6th South, apparently learned that lesson weil during her childhood in Layton. And since she moved to the city, and became a wife and a mother, she has been doing her utmost to communicate that concept to others. For five years, in all weather, Joyce has walked many streets cheering and assisting people as a block leader in the Central City area. "I got interested," Joyce said "because wanted to see the community get better and wanted to see the low income people be helped." She began by aiding the Community Action Program in a I I survey, it was conducting to determine the needs of the people in her general neighborhood. Joyce was assigned to six blocks. For the most part people were willing to discuss their situations with her. It wasn't long before she found herself not only making charts but also friends. On her visits she often learned of problems such as clogged plumbing or a lack of clothing and food. Gradually through experience, and after consulting different local agencies, Joyce became aware of the available remedies for such troubles and could offer advice. Now she has limited the area that she covers to one or two blocks, and she works under the she battled "killer" pneumonia. The rewards for Joyce are great too. "When you see the appreciation in someone's eyes," she said, "You know what life's worth." Joyce Edwards undoubtedly knows what life's worth. As a child she had cerebral palsy. She didn't walk or talk until she was three years old. She is indebted to many for their devotion and sacrifice at that time without which she feels she might not have recovered. And her faith and joy in life has been tested still further.
