Show editorial . UNITY keep running into this word survival, in the Model Cities I program, in the model neighborhood, community. In Chicago at the Model Cities Director's meeting, the theme was "Lessons Learned in Model Cities Programs," but the focus was on survival. The Citizens Participation component has grappled with this business of surviving for some time.
