The center of Salt Lake City has gradually decreased in population fro m 1 960 to 1 970 by 7.2 as the more affluent families have moved to the suburbs. The rate of transients and drifters from other states is growing in the city dwellings. The central heart of Salt Lake City, the tower avenues and the Northwest areas are the hard core poverty districts. Most of the residents are unemployed and many are on welfare. Approximately 50 earn less than $3,000 annually. The juvenile delinquency in the target area with a male ratio of 1:2.
