Morton presented his dissent from tbe report. He favored the recognition of the Kellogg government govern-ment because the supreme court of Louisiana had recognized it, and because it was a strong government, Trumbull also dissented from the majority in a statement favoring tbe MoEnery gov-i gov-i ei nment as the one legally elected. Yickers, from the committee on com-i com-i merce, made a report asking to be dis-i dis-i charged from further consideration of the resolution instructing the commit-j commit-j tee to inquire into the authority of congress con-gress to regulate rates of fare and transportation upon railways running continuously through two or more States. He also presented a minority report on the same subject Cameron, from the committee on foreign relations, reported a bill to carry into effect the fisheries clause of the Washington treaty. W est, from the appropriation committee, com-mittee, reported tha army appropriation appropria-tion bill with amendments, of which the following are the most important, reducing the house approDriation of one and a half million for the purchaso and manufacture of clothing, to $800,000, and providing that no part if this sum shall bo expended foranj army uniform of different pattern from that prescribed by army regulation during the war of the robollion, until the supply on hand is exhausted. The houso provision for selling the old stock was stricken out, and an item of two hundred thousand inserted for the establishment of two Eew military posts on the line of the Northern Pacific railroad, and the bouse appropriations for army transportation were all reduced about one million and eight hundred thousand in anticipation of the Pacific railroad being no longer paid balf cash, if congress enacu the pending proposition to that effect. The bill authorizing the President to invite the international and statistical congress to hold its next meeting in the United Stales, was passed. Tho Ohio, Indiana, and Illinois two per cent bill was discussed without action, and the resolutions in relation to the late Speers, of Georgia, were receiv-and receiv-and passed. Adjourned. IIOISE. Wood introduced a resolution for the impeachment of Colfax. The house refused, re-fused, yens 106, nays 100, to consider the resolution. An investigation was ordered into ihe alleged corruption in tho matter of Pacific Mail subsidy at the last session. The bill to re-open the war claims of 1612 was taken up, discussed dis-cussed and on motion to order to a third reading was rojected, yeas 90, nays 118. Wood, rising to a question of privilege, offered the following resolution resolu-tion : Keselved, that the testimony reported re-ported lo the house by the select committee com-mittee appointed under tho resolution of tho 2d of December, 1&72, for the investigation in-vestigation of charges of bribery in influencing in-fluencing members of the house ef representatives, be referred to the judiciary judi-ciary committee with instructions to report article of impeach raent against Schuy.er Colfax, vice-president of the United States, if, in iu judgment, there is evidence implicating that officer offi-cer and warranting impeachment. Sargent moved to lay the resolution reso-lution on the table. Randolph called for the yeas and nays. Taynor raised the question of present consideration. Ihe question was then taken on present consideration of the resolution and decided in tho negative, yoas 105, nays 1G. Tho Democrat all voted for the resolution and the Republicans Repub-licans against, except Beatly, Butler, of Massachusetts, Farnswortb, Porter, of Virginia, Stevenson, and Smith, oE Virginia.
