Morton offered a resolution res-olution appropriating $20,000 to defray : the expenses of the investigation to be 1 made by the committee on privileges I and elections, into the election troubles in Louisiana and Arkansas, and conferring con-ferring authority upon the persons to be deputed by the committee to make the investigation. After some discussion discus-sion as to the power of the senate to delegate del-egate the powers of a committee to other parties, on motion of Tburman the resolution reso-lution was amended, so as to authorize a commisiion to have witnesses sworn by any State or United States officer, authorized to administer oaths, and the resolution so amended was adopted. HOISE. Boiler, of Massachusetts; introduced a bill to amend the bankruptcy act, so that State corporations, such as insurance insur-ance companies, etc., shall not ba subject sub-ject to the provisions of the act, but to the jurisdiction of the State courts, A number of bills relating to the Territories Ter-ritories were reported and disposed of. The house then went into committee of the whole, and resumed the consideration considera-tion of the legislative, executive and judicial appropriation bill. Sargent moved an amendment increasing the appropriation for tho President's salary from $25,000 to $50,000, and' 'fixing 'fix-ing the salary hereafter at $50,000. Holman made a point of order that the amendment obanged an existing law, and was therefore out of order. The chairman ovsruled the point of order. Holman appealed from the decision of the chair, and the committee did not sustain the chair, the affirmative Tote being only twenty-two. Sargent then modified bis amendment, by omitting that part making mak-ing Ihe proposed increase a permanent one. Some objection was made by Holman, Hol-man, and overruled -by the -chairman, and upon appeal being taken, the decision of the cbair was not sustained; ayes, 60; nays, 67; so the amerjdmont was decided out of order and not; received. re-ceived. An animated discussion took p'ace on a proposition to increase' the appropriation for the bureau of education; educa-tion; and without disposing of the question ques-tion the committee rose and house adjourned. ad-journed. , |
