Councilor Srooot presented petitions peti-tions from the citizcns'of PieasantGrove and Springrille, in Itali county, praying pray-ing for a free school system, which were read and referred to the committee commit-tee on education. Councilor Harrington, chairman of tho committee on judiciary, to whom was referred (C. F. No. 7) "an act to j amend an act to regulate proceedings in civil cases in the courts of justice of this Territory, and to repeal certain acts and parts of acts, approved Feb. 17, ISiO," reported the same back and recommended its passage. The bill was read a second time, then by sections, and Gnally passed by : its. title, and was sent to the houe. j (Ii. F. Mo. J tee on claims and appropriations, re- j ported back tho auditor's account of I disbursements for the years 1S70-71, i having examined the accounts and I found them correct; and recommended ; ! that tho items should he incorporated in I the general appropriation bill. The j report was accepted, and the commit- j tec on claims and appropriations were i instructed accordingly. Mr. Rockwood presented a petition of citizens of Salt Lake city, in relation rela-tion to poll tax and estray pouuis; read and referred to the committee on roads, bridges, etc., that committee being instructed to examine the law in regard to poll tns, and see if it needs amending. Mr. Kockwood presented a bill for "An act in relation to the draining of swamps and inundated lands." Or-jdered Or-jdered printed and referred to the committee com-mittee on irrigation and canals. Mr. Thurbcr, chairman of the committee com-mittee on revenue, reported back (II. F. No. 7) "An act to amend an act in relation to the secretary of the Territory Terri-tory charging fees in certain cases, "aud recommended that it be referred to the committee on judiciary. A message was received from the council announcing tho passago of(C. F. No. 7) "An act to amend an act regulating the proceedings in civil cases, in the courts of justice, in Utah Territory." Terri-tory." Said hiill was read, ordered printed, and referred to the committee on judiciary. Mr. Taylor, chairman of the committee com-mittee ob petitions and memorials, to whom was referred "An act changing the name of Thos.F. Harry and others of his family," reported it back and recommended its passago. The bill passed. ( Mr. Hatch presented (It. F. No. 12) "a bill for an act in relation to mines," which was read aud referred to the committee on minoral resources. On motion of Mr. W. II. Loe, the committee on judiciary were instructed to inquire if there is any law authorizing author-izing the confining of convicts, convicted con-victed of crimes under the laws of the Territory, in the United States penitentiary. peni-tentiary.
