Tho Congressional Congres-sional mnjorities are: first district, Strong, 274; second district, Kellogg, 17; fourth district, Barnum,- 1181; third district, Starkweather, 1403. In the Legislature the Senate has 18 Kc-p Kc-p publicans and 8 Democrats; the House ' 1 30 Republicans to IDS Democrats. Tho Times throws out 23 Republican votes in Cheshire, which the Republican Republi-can papers count, and makes English's majority 32. The l'osl figures his j majority at 12. and the scattering! vote at 14. It claims the election will ; go to tho Lcgislatnre, but seven of i these votes returned as scattering will bo counted by the canvassers. The ; chances now are about oven, with pos-1 ibly slight odds in favor of Jewell. ! There is a possibility that Nichols, Ro-1 publican, for Treasurer, is elected. The Joint High Commlaslon. It was telegraphed from Washington Jast night, on well informed authority, that the labors of tho joint high commission will be' finished in a fortnight from the present ' time, and that a treaty, whicti will be the basis of a settlement of the points of difference between the two countries, coun-tries, will be ready to be submitted to the Senate at that time. It is not im-probablo im-probablo that the senate will be in session ses-sion two weeks hence, and that the treaty will be considered before adjournment. ad-journment.
