carried out successfully cannot be gainsaid as all the participants are recognized a possessing much talent in this line i The President has signed the bill which is intended to prevent desertions from the army Section 1 provides that from and after July 1 1800 there will bo retained from tho pay of each enlisted man of the army 4 per month of his monthly pay for tho first year of his enlistment to ba paid at expiration of term of service and forfeited for-feited by being in civil arrest by sentence of a court martial or by desertion The money thus retained shall be treated as a deposit and will draw interest the rate of 4 per cent per annum Section 2 says the term of enlistment shall bo five years but at the end of three years of faithful service the soldier can obtain a furlough for three months and in time of peace can upon his application receive his discharge at expiration of said furlough Section 8 provides that all properly authorized officers offi-cers of the law can apprehend any deserter from the army for delivery to any person in the military service authorized to receive re-ceive him Section 4 provides that in time I of peace the President may upon such conditions con-ditions as he may prescribe permit any enlisted en-listed man to purchase his discharge from the army the purchase money to be paid to an army paymaster Section 5 provides j that the army ration new provided by law shall be increased by the addition thereto of ono pound of vegetables the proportion to bo fixed by tho secretary of war July 101700 FRITz |
