Show The Work of Con re3B WASHINGTON March 4Of the work of the Fiftyfirst Congress three measures any of which in intrinsic importance and popular interest would be sufficient for a national issue stand forth preeminent among all others The first is the McKinley Mc-Kinley tariff Jbill which became alaw the second the silver bill on which at the first session a compromise was effected based on the monthly purchase of 4500000 ounces of silver which in turn was followed by mote radical measures that failed of passing pass-ing and third the federal election bill which after a protracted struggle failed in the Senate to reach a decisive vote Radical innovations in the rules of the House added interest to its proceedings and the determined but fruitless efforts to adopt the most vital of these innovations formed part of the history of the latter part of this session of the Senate Even in its mortuary record this Congress was remarkable re-markable the call of death having summoned sum-moned no fewer than twelve of its Representatives Repre-sentatives and three of it Senators The total appropriation for this Congress will probably reach a billion of dollars During the Fiftieth Congress 161 bills were vetoed and during the Fiftyfirst Congress fourteen Among the bills which became law are these The copyright bill private land court bill customs administrative administra-tive bill general land forfeiture bill bill relieve the supreme court by the establishment establish-ment of an intermediate court of appeal the United States judges salaries bill the Worlds fair bill the Wyoming and Idaho Admission bills the antilottery and anti 0 iFlt trust bills the reapportionment bill the immigration bill the bill to ratify bi bi ratfy agreements agree-ments with various Indian trines and friendly Sioux 10000 to reduce the fees of pension agents j to pay the French poliation claims the meat inspection bill he bill to prevent the Importation of adulterated adult-erated food and drink the live cattle and hog inspection bill the bill to appropriate 11000000 for the improvement of the Miss issippi river to permit sorghum sugar manufacturers to use alcohol without the payment the tax to limit to 6 per cent of the rates charged private parties the rates land grant railroads shall charge for the transportation of government troops and supplies forthe relief of setters on Northern Pacific railroad indemnity lands to permit the export of fermented liquors to foreign country without the payment of the tax to apply the proceeds of the sale of public lands and the receipts from certain cer-tain land rat railroads to the support of agricultural and industrial colleges to extend the time for the payment of public pub-lic lands in cases of failure of crops to set aside tho big tree tract in California as a public park for the inspection of cattle steamers to secure more humane treatment of cattle The Blair educational bill the bill for the appointment of an alcoholic liquor commission and tho eighthours claims bill were defeated on testvotes While among those which after passing in the House failed of action in the other branch are the bankruptcy bU Congers land bil and the army reorganization bill the Paddock puro food bill the Nicaragua canal bill the Pacific railroads funding bill and tho interstate commerce bill topermit limited pooling are among the measures which failed to reach a vote in either house The following are some of tho Senate bills which failed to pass the House The bill to provide for the free coinage of silver ver enlarging the rights of settler and preemptors on public lands reviving the grade of lieutenantgeneral of the army for the exploration and survey of the interior of Alaska The following House bills failed to folowing bis faied pass the Senate To transfer tho revenue marine service to the navy for the relief of telegraph operators during the war Among the measures on which neither house acted except in s6me cases by committee com-mittee were the subtreasury and farm mortgages bill service pension bill tho Canadian reciprocity resolution the bU to encourage the construction of an intercontinental intercon-tinental railway tho postal savings bank and postal telegraph bills the Butler bill to aid negroes Jto emigrate to Africa the woman suffrage and provision for constitutional constitu-tional amendments j the income tax bill and various other radical financial and political measures In the Fiftyfirst Congress 14183 bills were introduced in the House and 5129 in the Senate In the Fiftieth Congres 12654 were introduced in the House and 4000 in the Senate In the Fiftyfirst Congress 297 joint resolutions or twentyeight more than in the Fiftieth were introduced The bills that became laws duringthe Congress just ended numbered 2186 In acted the Fiftieth Congress 1824 bills were en |
