Show Quay Wants to Cut Off Debate WASHINGTON Aug Ihs afternoon Quay offered a resolution to amend the rules of the Senate by providing IThat during the present session the Senate will take up for consideration no legislative business other than the tariff bill general appropriation bills bills relating relat-ing to public buildings public lands pensions pen-sions andSenate concurrent resolutions 2That consideration of all other bills and shall be postponed until the next session and3The 3The vote on the tariff bill and amendments amend-ments thereto shall be taken on the 30th of August without further debate until consideration completed con-sideration of the bill and amendments be completd The resolution went over Last Friday thostatedepartmentreceived from Minister Mizner a telegram saying that during the battle in the city of San Salvador the forces of the provisional government gov-ernment and Ezeta attacked the American ald et consulate in that city hauled down tho flag and damaged property The department depart-ment the same day instructed Mizner to demand full reparation of Salvador reinstatement rein-statement protection for the consul and to see that all rights of the United States and it citizens be observed Last Friday the department received word from Mizner stating that the provisional government of Salvador had hoisted our lag over the United States consulate the day before at the same time saluting it with twentyone guns and the consul had been reinstated and the rights of the United States and its citizens guaranteed Secretary Wharton saia today it was most gratifying to be assured from this news that Salvador is desirous and is adxious to recognize and protect the rights of citizens of the United States and make all the reparation possible possi-ble whenever any disregard or infringement infringe-ment of them is brought to its attention The House antilottery bill was favorably favora-bly reported to the Senate today with au amendment providing that newspapers published in foreign countries coun-tries shall not be excluded from the mails under provisions of this bill unless in the opinion of the postmaster general they are being circulated for the purpose of advertising lottery schems in violation of the law Accompanying the bill is D letter from the attorneygeneral giving an opinion upon the other anti I lottery bill before the committee Legislation Legis-lation of this character that is designed t exclude newspapers containing lottery advertisements ad-vertisements from the mails says the attorney at-torney general has been upheld by the courts and it seems t bo settled that it is competent for Congress to authorize the postmaster general t refuse the use of tho business mails to any persons engaged in the lottery Jt Is generally believed on tile hepubhican side of tho House that a special order will be made setting apart Saturday next for consideration of the antilottery bH Blair in behalf of a majority of tie members mem-bers of the wouiaus suffrage committee today to-day reported favorably a proposed constitutional con-stitutional amendment to give women the right of suffrage The secretary of the interior today received re-ceived 1 telegram from the governor of New Mexico asking for troops to suppress white cap outrages Contirinations7 Indian agentsJohn Tuley Tongue River ageucy Mont George Steele Blackfoot agency Mont |
