By direction of tho secretary of war, tho fo lowing extract1 trom tho opinion of tho attorney general of tho United States is published for tho information of all concerned: In my opinion, a post trader at Fort Custer, m Indian country, has no right to maintain a traffic in goods with Indians, unless ho be properly licensed for euch trado. Post traders can ho authorized only for military forces, or when needed for tho accommodation of emigrants, freighters and other citizens. I know of no authority which permits military au thorities to allow a trader at such establishments estab-lishments with Indians.
