I do so cheerfully, as he has certainly been At the headquarteri of the Be publican National Committee in New York, early in August last I have no meant of fixing the precise day during a conversation between certain members of the committee and myself, something wag said about the position of Precident Arthur and the desirability of obtaining soma additional manifestations of y and from him, both sake lor tbs of its general effect and its local influence upon the Presidents personal friend ana old political amociatei in New York. In response to a suggestion, I aaid I was quite willing to speak to him about it at the first opportunity, and I did io toon aftarwanl at the Fifth Avenue Hotel, where he was then staying- Ha answered frankly and cordially, his continued supexpressing of Mr. from Blaine port the moment of his nomination. The only doubtful point with the President was whether It would be iff nee to again publicly atata hia position after his telegram to Blaine. To obviate any objection to the Preaid eat making any state-ra- t.' in .his own behalf, Hawley prepared an interview for the press, in with the preceding conversation. Arthur pronounced the document satisfactory, to be circulated in pnblio or private then, or at a later day. Hawley then iliscusud the matter with Chairman Jones, and either Elkina or Chaffee, and an agreement was reached that the subject might as well be temporarily dropped; that in a fortnight there might be more value in something of the kind. Hawley so reported to Arthur, and so far as the former was concerned, nothing farther was done in the matter. Hawley concludes as follows: The campaign is over. The Republicans are defeated. I respectfully submit that criticisms end recriminations are not profitable. The Republican National Committee worked with most admirable seal and energy, and I doubt not ie fully conscious thstit hsd a deeply earnest desire to do exactly the right thing. Hit Washington, Jan. 6,-- Mr. Carter, Hawaiian minister, in conversation with an Associated Frees reporter the proposed extension of the Hawaiian treaty, said that much that was written end said adverse to the treaty s based upon n misapprehension of facts. ' The commerdal advantages to Americans he knew to be greater than generally understood. Of course, merchants and traders on the Pacific Coast were most benefilted, and statements to (he effect that the Pacific Coast people were not in favor of a continuance of the present trade relations with Hawaii were unfounded.' The impression that the treaty had created a sugar monopoly or had contributed to a continuance of the monopoly on the Pacific Coast was entirely erroneous: a combination of sugar refiners existed bsfore the treaty was made. It had fought against the tresty when negotiated. It would not be seriously affected should the treaty be abrogated. Its field of operations wu far removed from the sugar refiners of the East, and in this fact alont, lay its advantages, Hawaii did not produce sugar enough to affect the American price to consumers, and therefore, injured no American The price of raw sugars imrted into San Francisco was regulated the market at Manilla, on one hand, and Cuba and Porto Rico on I ha other. Carter said the loss to the United States by the free admission of Hawaiian sugar was greatly and would not amount to more than a million and a half or two millions a year. Ha considered the political advantage to the United States in aiding the Hawaiian to preserve their independence and in preventing the establishment by other powers of a naval station, which would be a raenice to American interests on the Pacific, outweighed, in the minds of American statesmen, the questions of profit and loss.
