Show COMPILING THE LAWS. Governor Murray has vetoed the resolution reso-lution appropriating $10,000 for the purpose pur-pose of compiling the laws of the Territory. Terri-tory. The Governor gave too many reasons rea-sons for his refusal to approve the bill, but he gave one very good one, "The condition con-dition of the laws of Utah, in my opinion, demand a revision rather than another compilation." This is true and the general gen-eral condition of the laws is such that perhaps a burning of them like the Aiexandrian library would best settle the question of compiling and revising the laws. The majority of the laws of the Territory have been passed without the Legislature knowing what would be their workings or whether or not they were adequate or inadequate to the conditions sought to be reached or remedied. Many of these laws have been adopted from other States and Territories, and when the courts have construed them in accordance with the construction put upon them in the place where thev originated, the people of the Territory have thought that the courts were thwarting the true intent of these laws. The laws of the Territory for many reasons rea-sons need revising far more than compiling, compil-ing, "but what the Territory needs more than anything else is the enactment of .fewer laws, but the laws that are enacted should be most thoroughly considered in all respects. |
