which dictates dic-tates and controls all things in Utah I is like the power which controls and directs the movements of the various Srplariots and all the universeit is i felt and I T realized but not seen In fact it is generally gen-erally quite well understood that the power which we feel in Utah is claimed by those who wield it to be derived from and cop I co-p 6 eternal with that other power One may i safely paraphrase the words of the psalm t i8ta andsay If I take the wings of the morning and dwell in the uttermost parts I otlTtah this power is there S Marshal Phillips took a whim on I the Fourth of July to place the flag at half mast on the City I Hall and this in connection with I p like whims on the part of some I of the County Officials and some others I produced considerable excitement and a j great deal of indignation For his action J Marshal Phillips assigned no lofty sentiments I senti-ments about the loss of freedom the incarceration p in-carceration in prison of some of our leading lead-ing men the tyranny and unconstitutional I unconstitu-tional raid of Federal and foreign officials his and his peoples sorrowing and mourning in sack cloth and ashes for these truly terrible and lamentable things but merely a whim From his superiors no doubt I Hmlearned his whims and high flown notions 1W no-tions too Such as fine men adopt and fine men rue Whims like cholera are oft contagious and our gay our Godlike our grave and great City Council took a whim that they would appoint a special committee to investigate in-vestigate the causes of the excitement which prevailed in Salt Lake City 011 I July l 4th 1885 in conseqenco of the national flag at the City Hall having been hoisted at halfmast and also the reasons for the placing of the flag say that The City Marshal confident of the existence ex-istence of this feeling among the people and without any disrespect to the flag the nation na-tion or the day concluded that bo would be meeting the wishes of tho people who elected him to his office by placing tho flag at the t uCity Hall athalf mast Marshal Phillips said he did it because p of a mere whim To think that tin mourning and
