In the effort to clarify the situation, the tax commission has amended its regulation and procedure when such transactions are involved. The commission, of course, has no authority to amend or alter the law, which is quite definite on the subject The new regulation, which is effective January 1, next, reads: Before qualifying for exemption as a religious, charitable, or eleemosynary institution, such institution ( o r organization) must have first secured a clearance and exemption number from the tax commission.
