With numerous exceptions, an increase of 10 per cent was granted, but it was stipulated that certain increases allowed last fall must be included in that percentage. An increase of only 5 per cent was granted on most agricultural products, meat animals and their products, lumber, and some other items. No increase in rates was allowed on soft coal, lignite, iron ore, fresh milk and cream, and refrigeration service. Railroad executives generally expressed disappointment because the increases requested had been so greatly cut, and declared the roads would remain in a difficult financial condition. Most shippers, on the other hand, naturally objected to any increase in rates at all. So, as is usual in rate case decisions, hardly anybody is satisfied. There is no doubt, however, that the railroads need the increased freight rates granted them, and more, if present high standards of service are to be maintained.
