This area of the state has been served by personnel working out of the Salt Lake Office, but it is felt by the state engineer that water users can be better served from an area office located in Salina. The state is covered by seven area offices. The Salina office will be the fifth area office established outside Salt Lake City. Others are in Logan, Vernal, Price and Cedar City. Snow cover on the upper reaches of the Sevier River is excellent, with twice normal water contents common on snow courses within the area. Oil In Sewer System A Serious Problem Continued abuse of the Salina Water Treatment Plant through dumping of waste oil into sewer drains has prompted the Salina City Council to offer a $300 reward for any information leading to the arrest and conviction of the guilty party or parties. The particular problem has been occurring for several months, mostly in small amounts and on weekends. However, sometime between 5 p.m. April 10 and 8 a.m. April 11, a large amount appeared at the sewer plant. The oil causes extreme conditions at the plant, and if not caught in time can stop and ruin the entire treatment of sewage, eventually causing a shutdown and complete overhaul with thousands of dollars of expense to the taxpayer. It is not known at this time if the problem is a result of sump pits at the older service stations or by some individual. The newer service stations have sumps designed to prevent such problems, but some of the older stations have an overflow that if not kept in the proper level can cause a problem. In case the problem is not solved in the immediate future, these older stations will have to seal off their overflows to prevent any chance of carrying oil to the sewer. Salina City is charged by the Environmental Protection Agency to operate the plant in the prescribed manner to insure proper sewage treatment. Cooperation of the sewer system users is necessary in order to comply with E.P.A. standards. The Salina Council is asking every resident to make certain no motor oil is dumped in the sewer, or if they see anyone carrying out such an act to report it to Salina City Police. m Sevier Bridge is not expected to fill this year. Streamflow forecasts throughout the basin reflect the above-normsnowpack and fall precipitation amounts. Forecasts range from 310 percent of normal for the Sevier River near Kingston to 164 percent for the Sevier River at Gunnison. The Sevier at Gunnison is predicted at 82 thousand acre feet, above the average of 50,000 acre feet. The forecast for Salina Creek at Salina is 18.7 thousand acre-fee- t, or 187 percent of normal for the April - June period. Average is 11.1 thousand acre feet. Forecasts for the San Pitch River basin include Ephraim Creek, near Ephraim, 25,000 acre feet, 172 percent of the average for April - July ; and Pleasant Creek near Mt. Pleasant, 12.9 thousand acre feet, 150 percent of the average for the same period. Snow course measurements show 58 inches at Farnsworth Lake containing 19 inches of water, and 35 inches at Gooseberry Ranger Station containing 11.8 inches of water. Both measurements were made March 26. Pickle Keg Springs had 49 inches of snow with 17 inches of water on March 29.
