An on-s- ite lunch room for employees in a major installation is not at all unusual, although it is usual that such dining installations are low cost private enterprise projects leased out to bring a profit to the community while encouraging private enterprise and low cost service. ' The Review has heard protests about the installation at the County Complex. And, the Review has heard responses to SOME of those protests. We learned, for example, that it is economical to utilize the help that necessarily must be cm hand in the extended care kitchen. It also is true that many on the county payroll are shamefully low paid. It is true that there is no place in the immediate vicinity for these employees to obtain a low cost noon meal. And, to what extent is the Salt Lake County facility actually used as a major dining room installation to subsidize not only the low paid county worker, but the high paid county worker, as well. Figures available show that, in some purchase areas, food purchases at the complex are considerably lower than when the complex was a major hospital. In other areas of purchasing, however, the difference is so slight as to be difficult to comprehend. In 1964, for example, the general hospital had a 400 bed capacity for,?, 2,000 patients per month. In 1966, the' totals are 85 bed capacity and only 62 " patients per month. , Yet, in 1964, to the end of May, the hospital purchased from Mike Kassi-mak- is Fruit Company produce costing $305.60; in the same period this year, from the same produce company with 20 of the bed capacity and about 3 of the patients, produce costs were $216. 50. In the five month period of comparison, with 400 beds and 2,000 patients per month, bakery purchases from Salt Lake Donut Company, totaled only $54.90 in 1964; the costs with only 85 beds and 62 patients per month increased to $57.07. Englewood, N. J., with its 20,000 population converted its government operations from manual to electronic data processing machines. Salt Lake City in the last 10 years has mushroomed from some 190,000 population to some 210,000 population... and is rushing toward its anticipated 1985 max- imum of 250,000. Yet, Salt Lake City government has only two of its major functions under electronic data processings Salt Lake County, outside of Salt Lake City, in the past,10 years has mushroomed even more spectacularly, so that its population now is considerably larger than that of Salt Lake City.
