We were naturally pleased to see Commissioner Jenson recommend a study of such a post Tuesday. The commissioner didn't go quite as far as we had that the system should operate under part-tisuggested policy making commissioners who would not have secretaries or administrative assistants....but this recognition of the possibilities for the plan are commendable, as is the concurrence of the other commissioners. It is important in any consideration of a person to fill such a post that professional skill and experience come first. To establish the system and then staff it by rewarding a friend or filling a political debt would be tragic. By the nature of the job it is unlikely that there is anyone in Salt Lake with the necessary background.... the lack of opportunity just wouldn't have attracted them here. We cant afford to set up this post as a training ground for an unequipped person. It is also mandatory that the post be well paid.... we believe between $20,000 and $30,000 would be necessary to attract the right qualifications in today's market. There must be sufficient stability and tenure so that if the right man were found he wouldnt be bounced on the basis of a political whim or disfavor. Yet there must be enough flexibility so that the wrong man would not remain in office contrary to the public will. me Whillikers! Our a.g7 Phil Hans, the sneaky one, aint he? Any other plan of government which would change statutory positions would take years of study, the grinding wheels of legislative change, and probably constitutional changes. 2. Willis Muse, Salt Lake County Republican is1 a youngish, natily chairman dressed druggist Wayne Black sits ed in a room in his law offices in the Judge Building and smokes nothing. The leader of legend is always pulling strings and barking out orders to precinct flunkies and ward helpers, who he rewards with juicy political favors or jobs. He had power. These men dont have or wield that power. The times are different more people have good jobs than did those in the old legendary depression days, and there arent as many political favors to go around. Patronage is still with us, but its less, and of a different kind. In complete innocence Juddy says he was not aware that we did not have cooperative efforts and communication prior to your (Jim Barker) appointment and since your appointment. .It was Juddy who was . . Jim Baiter was elected! appointed That doesnt say much for Juddy. . . for City police were aware that there was lack of cooperative efforts and communication. . .and Jim Barker was aware of it. At the same time, Juddy makes it a foregone conclusion that even if the meeting comes about Friday, be has no intention of getting into the area of joint effort on law enforcement activity. At any rate, in Utah, party power has never been the same as it Ms been in larger cities, or states like Kansas. Parties have too many internal differences, and not enough build up powerful opportunity to machines. That may be a good thing for the public, but it means teat party leaders have to work harder at their organizations to make them tick at election time. A majdr factor in winning any election is for the parties to get the. right people out to vote. Often just finding the right people for each party is not an easy task. It will be considerably easier this year because primary voters will have to state their party choice. That clause also keep some independent may voters away from the polls. It will also prevent substantial crossing-ov- er usually not to help a parti cular candidate, but to defeat an opponent In times gone by if you were a Republican and your candidate had a. snap primary race, or no primary race, and you felt be might have an easier time against Democrat candidate B instead of A you would POLITICAL POWER go to the primary to vote for B, the weaker candidate. The tact could create problems for John Creer this year....who might normally attract a large segment of Republicans and independents to his camp....but might have some tougher sledding with some of Bill Larsons friends in the Democratic party.. ..and some Demos who feel Creer has shot from the hip a few times.. It might be a factor that led Bill Larson to say Tuesday that he couldnt think of any- one hed rather run against. Mr. Creer might face another problem if hes elected. Hes running as a reform candidate against Bill Larson whos been recently allied with Marv Jenson. If Creer and a reform Republican candidate are elected.... with whom does Mr. Creer side then, a fellow party member or a reform Republican? interesting question. Salt Lake County when the Democrats still hold the majority vote. In this talk Mr. Muse also made it clear that going to take more than discontent with the Democrats to win. There are three ingredients to winning elections, said Mr. Muse organization, candidates and its . money.... and not necessarily in that order. The new election laws are also giving Republicans some pause for careful thought. If at all possible the GOP will avoid the primaries altogether. They cant guarantee this, but their long delay in announcing candidates arises from their desire to select carefully and sail through with chosen favorites with 80 percent of convention vote, which by Utahs new laws voids a , primary fight. Though there has been no official announcement from party or candidate the strongest contender for the two year County Commission post right now is Salt Lake Hardware Oscar Hansen. Mr. Hansen has had government experience in Grand Junction. His comment is 'no comment right now.... but Willis Muse Monday mentioned his name prominently. Mr. Hatch neither confirms no denies, Mr. Howe says he hasnt heard about it. But then, he hasnt made up his mind about the County Attorney Job. Mr. Howe isnt different than many Democrat contenders for other county jobs.. ..theyre holding off toannounce until toe last possible moment.. ..taking the pulse of the county after the latest series of rumblings. If the party is a sure loser next November theyre not sure if they want to spend all that money and time to run. - ZION George Q. Latest word has it that once mentioned Delmar (Swede) Larson will go on the Republican ticket for Sheriff even without party backing.
