The latter's conclusion It is time to put the brakes on. t The Utah Foundation report starts out by listing the factors which determine what kind of tax systems should be used 1. Taxes eventually must come from income - but income isn't the test base for. all taxes. Taxes based on income tend to discourage investment, taxes based on consumption tend to discourage spending - a balance is needed 2. Federal State and local taxes in nation average $853 per person -- the n" more then many can afford it is in the area of deciding how these costs are to be shared that much of die controversy regarding taxes occurs 3 When taxes get too high efforts to escape the tax are intensified 4 Each tax should be judged only in connection with the whole system of public finance 5 The tax system should be geared to the needs of the government collecting the taxes - for example, 'Utah has very ,few individuals in the high income brackers steeply graduated income tax rates ( Continued on page A 4 ) ro LONG SOUGHT PARK SHERIFF INCREASE OK, ATTORNEYS NEXT?
