By 1980 the confusion should be ironed out; cars should be able to flow swiftly from polr to point at high safe speeds. It all woo't work out quite that smoothly, of course, since financing, engineering, acy, and a quiring host of other problems are right-of-wa- involved. - But at least a beginning is evident In the recently published studies of consultants Wilbur Smith and Associates for the Salt Lake Area Transportation Study group prosaically known as SLATS. This four volume work recommends the construction or Improvement of 675 miles of a variety of highways In three 5 years stages. Including Interstate Highways the proposed system encompasses 88 miles of Freeway, 11 miles of expressway, 249 miles of arterial roads and 327 miles of collectors. Money for construction will come from local, state and federal sources. Much of it, such as the planned West Valley Highway, will be paid for on a basis of 25 per cent from Salt Lake County and 75 per cent from the state, which will be reimbursed by LEGEND. the federal government. have Three committees been Involved in the development of the plan: First a cltisens transportation committee, chaired by Richard A. Van Winkle and consisting of members representing vari-oIndustries, professions and public bodies; second 6 technical committee made up of traffic and planning engineers with Salt Lake traffic engineer James W. Challls as chairman; third a coordinating committee, with representatives of several public bodies, including counties, and school municipalities boards with Osmond L. Rar-lias chairman.
