The NEA Is not compelled to organize teachers for the same reasons, he said. We think that teachers are In a category different from Industrial workers. Its better for them to be Independent. They will be better public servants If they maintain the posture of Independence, he said. He admits tfQt the growing AFT Is causing concern with the NEA hierarchy. Theyre making efforts to move In, he sail Dr. Ashby claimed that labors drive to organize teachers has not caused the NEA to take bolder steps, such as In Utah. Dr. Ashby agrees that the Utah situation Is a test of the two-yeold national sanctions policy. The rapid growth, of both groups shows that teachers art- beginning to feel that strength lies in numbers and their strength should be felt only In bargaining or negotiating for salaries and fringe benefits but also In determining local school policy - matters.
