Mrs. Virginia Bennett Replies 17 Editors note: article In the A February Review re- vealed the views of Dr. Edward Moe of the University of Utah in regard to extensive changes in social service programs. Among the changes suggested by Dr. Moe was one that private agencies take over functions of research and turn over all actual service to public agencies. My dear sir, Thank you for the opportunity to reply to Dr. Edward Moe, I speak as a professional social worker, with more than 40 years in private and public To turn over an personal services to the public welfare agencies of this state would mean the withdrawal of vol untary support from such agencies as Neighborhood House, Travelers Aid, Catho- lic Charities, Family Service and our own Society. So far as Neighborhood House is concerned we are all aware of the increasing number of women in the labor market with the resultant need for increased day care services. No one questions the fine calibre of care Neighborhood House and their need for increased support. Catholic finds itself in the Charity same position that we do. Most of the priests in charge of these organizations are also graduates of schools of social work. Family organ- -, ixations were threatened dur ing the 1930s, Today, they are firmly established in family and marital counseling with waiting lists of applications. No one in social work questions the contribution made through these agencies toward the preservation of marriages and family stability. This Society is not the creature of the United Fund nor the Services Community Council. It was organized by the church women of Salt Lake City, is governed by a volunteer Board representing church membership is incorporated. licensed, audited. Dr BUSINESS Moe may tell the United Fund to which agencies he thinks money should be given. What this corporation does will be a rendering of accountability to our constituency. 1 Dr. Moe did not suggest that the voluntary agencies giving personal services turn over their functions to public welfare. Frankly. 1 find this the old sad song of die 1930s now as outmoded as the dodo. There is no simple, panacea for all the problems which face our rapidly growing population, nor has there ever been. In the 20 s mothers pen- sions were planned to keep children at home and out of orphanages when financial reasons were the case of family breakup. Today, those orphanages, which were fortunate enough to keep their property, find new programs of group child care in overwhelming demand. Had this agency been able to retain its property at 1216 East 13th South, no doubt we would long ago have been considering maternity home service? and perhaps even more programs for group living for children of elementary and high school ages, In metropolitan centers the problem of permanent planning for the hard to place child has become so acute that communities like Seattle are seriously considering the reestablishment of group care for children who must be permanently separated from their families ana for whom adoption placements are not available. Why the war on poverty if programs of the 1930s were adequate for the prevention of delinquency and "the preservation of family life? While these (resent mamtyoth programs are being established, let us not forget again that every major church in the United States Is working hard to increase, strengthen, and extend services to children and families.
