A2 Licensing Director (Continued from page 1 ) The licensing department Is a dual function, directly by Mr Richardson It handles all dog licensing; and as a part of dog licensing it must investigate com plaints about unlicensed and uncontrolled dogs. It must maintain a dog pound It must process violations of dog control ordinances To do all this, Mr. Richardson employs five dog catchers, including one supervisor and four helpers, all of whom are trying to carry out the functions i culrsd by lav, vnile they shudder under a mantle of meanness spread over them long ago by Mack Sennetts Comedies Although the first prerequisite of a successful dog catcher is a love of dogs, these underpaid men, as the department sees it, are expected to avoid all disturbance, of piople while they try to do onij alf a job, because they have manpower for only half a Job. There are an estimated 20, 000 dogs in Salt Lake County, said Mr. Richardson, but his staff is so skeletonised that the county never succeeds in licensing more than 10,000 of them. If he had his way, however, he would have segregated office space and his personnel would have, for their families, a living wage.
