Show i Wont Work ! Says NEA Aide (Continued from page J JQoacbman suggests... VERY SPECIAL OFFERING s (Continued from page ) Installation and upkeep of air conditioning equipment The plan would require close coordination between school officials and leaders of other community services designed to provide children not attending school with recreation and employment opportunities ... although its anticipated that high school students would find more openings for jobs when businesses knew there would be a replacement available at the end of the vacation period. Back to the objection raised by Dr. Davis, She has plenty of empirical support. To cite two examples, Los Angeles, California, and the State of Florida each rejected the plan. One of the main reason given by each system was thatentrenched public opposition made the plan unworkable. The danger, It seems, Is In assuming the plan Is a permanent solution and not a temporary answer to a financial crisis In the school system. In the long run, a community Is obviously going to need new schools. Their use year-rouwill Increase normal deterioration. More fundamentally, a community cannot afford to consider the plan as a permanent solution because It Inhibits one of the most promising signs of health In American schools: use of schools for all students to Improve The year-rouboth the quality and depth of education. Many school districts are working our varlents of year-rouuse for all students, mostly on a voluntary basis. Schools can and ought to be used In the summer for remedial and enrichment programs. Another aspect of the plan to remember is that it would not work for all schools. The plan Is designed to help areas where large enrollments are a problem. A 1957 Florida study showed the plan would not be economical for schools with small enrollments even If they do have a space problem. But as a possible temporary solution to the pressing educational problems of manv Utah school districts, the staggered four-ter- m system ought to be considered. It Is, after all, the only method so far proposed for even maintaining educational standards In Utah without enormous escalation of tax rates. Until a better idea comes along, this could be the answer In many Utah districts. g'OtSC42r5XSCje4SraS4Syt!
