Through a presidential decree issued without warning on January 19, 1969, we are faced with the loss of 215,056 acres of our range lands that were added to the Capitol Reef National Monument. According to Bureau of Land Management figures, this will nullify 62 grazing permits. It will also prohibit the development of reserves of oil found and reported by the Utah Geological Survey after careful study covering two years work to be as much as 500 million barrels of oil. The report also shows a number of potentially productive umium prospects and much coal. County records show eleven thousand oil and mineral claims. These and the cattle ranges will all be lost so that Capitol Reef National Monument, slated to become a park, can have a buffer zone and forty miles of the sandrock Waterpocket Fold can be protected. Weve noted with interest of late stories in the mass media describing former Interior Secretary Udalls disappointment that his gift to the people of Utah and the nation is being rejected. We sympathize with Mr. Udalls desire for a slice of immortality, but we cant help but wonder if this too isnt a case of a conservation Bay of Pigs (a term he used to describe the Santa Barbara offshore oil drilling approval). There is no evidence to indicate that the peoplewho actually live in this area were consulted prior to the decision to enlarge the monuments. Were hoping that the promised public hearings on the monuments additions will be a sincere effort to weigh the pros and cons of the issue not merely a means of appeasing the local populace. call or vrito: (307) r JOHN P.
