tile the form of an official leport As the matter of an airport in richfield is of pie eminent importance to our city ne e lie aie publishing the which mr pi oil submitted to the city council in full it reads complying with your inquest there is transmitted herewith a sketch of the he proposed richfield airport showing ing somewhat in detail the installation desired and which when completed will unquestionably give the city of richfield an excellent port there is also transmitted a set of standard plans and specifications specifications as promulgated by the department of commerce airways division along with sketches no and which it is hoped will be of some assistance in establishing the aforementioned mentioned airport ayou will note from the attached sketch of your proposed airport that the main runway is located directly with the prevailing winds namely northeast and southwest and that this runway is feet wide and wien gravelled travelled gravel led will constitute fet of available landing and taking of ua surface with a cross runway of feet it might be well to note I 1 hire re that the effectiveness of the landing anding area of the cross runway will be b cut down due to the obstructions daunted on both the east and west sides namely the telephone lines on the west side and the high tension lines and railroad tracks on the east side these surrounding obstructions page one obstructions 30 feet high along the border of a field will diminish the length of the landing area along that side by feet and from this it can be readily see seen n that although the cross runway is is 1850 feet long diminished seven times the it will be both height of the obstructions along the west and the east cast sides it however that from reports received ilmars appears by your city and from meteorological ci observations actions that the prevailing wind approximately 99 per cent of the time is either from the northeast or the southwest and therefore it is thought that the cross runway will be used only a at such times as there is a slow change of wind directions from the northeast to the southwest and as I 1 understand this occurs only at very infrequent f times in opinion the location of the my proposed airport is the best in the valley and I 1 doubt seriously if one would be located which is as equally spaced from either sides of the mountain ranges as the one selected for your city from observation it ita appears to me that the narrowest point at which the mountains are closed together is approximately six miles three miles to the east cast and three miles to the west the sketch bretch further shows the alie lill lighting ting scheme which it is believed will give the most effective lighting for the proposed pio posed port it shows the establishing of green approach lights consisting of 25 watt lamps along the e enter center of each one of the two main entrances to the field it further shows the installation of red obstruction lights on the tops of each one of the poles located on the east side of the field as well as red obstruction st lights on each one of the poles located on the west side of the field with these two paralleling obstructions obstruction s it will not be necessary to establish boundary lights as the two sides namely the east and west will be clearly defined by the lights on the various poles the remaining part of the field will have to be lighted by boundary lights spaced approximately feet apart and consisting of 15 watt lamps it is further suggested that the beacon and hangers hanger be placed as shown on the sketch namely to the south and west of the prevailing runways and along the already existing obstructions in laying out the field it should be borne in mind that the field should be firm approximately level well dra drained i ned and with clear approaches and as the city of Ri clifield is so located that the prevailing winds are from tho the northeast and southwest the installation of the longest landing strip or runway should be aligned with the direction of the prevailing wind this is exceedingly important for or the leason that landing landina land directly into on a field always the he wind it is also urgently recommended that the prevailing runway be at least feet wide and not less than feet long this tion is made in view of the fact that airports located at high altitudes must be larger than those at sea level as the air air does not permit operation of planes at the same speed from this it can be readily seen that landing I 1 and takeoffs take offs must le be made at higher speeds which in turn lurn necessitates longer runways 1 I would further like to suggest that the entire are area a now ava available flable namely feet be used for the prevailing runN runway llY for the reason that the longer the runway the licater gi cater safety in landing and taking off the circle in the center of the field should be at least feet deot in diameter with a four foot band wings emanating mina emina ting from this circle should be at least 40 feet long andi and four meet wide the black indicates oiled surfaces which tend to make the chlome yellow stand out and is clearly visible at an altitude of 2000 feet the day boundary markers located around the perimeter of the field should be approximately 40 leet feet long they also are surrounded by oiled sin surfaces faces which give the available landing area a complete outline the effective marking of all obstructions for daylight flying can be achieved by having the telephone and power line poles painted with alternating bands of black and chrome yellow each band approximately four feet in width the easi easiest way to construct the aforementioned markers is to dig up the ground for approximately six inches this area can then be filled with crushed rock or other suitable material to the level of the field so that planes may pass directly over the circle without difficulty while on the subject of properly marking the field for daylight flying it is S suggested that the roofs of several of your largest manufacturing houses on which flat roofs are located be marked with an arrow pointing to your airport t the name of the airport could bo be then painted along adde of the arr arrow 0 w in letters etters not less than fifteen feet in height if the roof is black chrome yellow is suggested as the color although gh white will also prove satisfactory tin this s suggestion is made so that any pilots flying over your city may find the airport without a prolonged sear search ch for your information and guidance there is listed below the equipment needed for night lighting with the approximate costs installed these figures may prove a trifle high but it is thought better to over estimate than to under estimate one 51
