the lands within the boundaries of sevier county drainage district number five as hereinafter set out was presented to the board of county commissioners at a regular meeting of said board of county commissioners asking for the creation of said district due notice of said petition was duly given by order of the board of county commissioners by publication in the richfield reaper once a week for three consecutive weeks tho the last publication being more than ono one week prior to T may 31 11 1919 which was the date fixed tor for hearing said petition and by posting in in three public places
