legislature of the state of utah two tiati thirds of all the ment meni be acra ro elected to each house concurring therein SECTION 1 that it is 19 proposed to amend section I 1 of article VII of the constitution of tile the state of utah as follows SECTION 1 the executive department shall consist of governor secretary of state state auditor state treasurer and attorney general each of whom shall hold big office for four years beginning on th the first monday of january next after his election except that the terms of offitt it those elected at the first election shall begin beagin when the state shall be admitted into the union and shall end on the first monday in january A D 1901 the officers of the executive department during their terms of office shall reside at the seat of government where they shall keep the public records books and papers they shall perform such duties as are prescribed by this constitution and as may be proscribed prescribed by law aw SECTION 2 the secretary of state is hereby directed to submit this proposed amendment to the electors of the state at the next net general election in the manner provided by law SECTION 3 if adopted by the elee consent of the senate appoint all state and district officers whose offices are established by this constitution or which may be created by law and whose appointment or election is h hur otherwise provided for if during the recess of the senate a vacancy occur in any state or district office the governor shall appoint some fit person to discharge the duties thereof until the next meeting of the sen senate a te when he shall nominate some person to fill such office if the office of justice of the supreme or district court secretary of state state auditor state treasurer or attorney general bo b vacated by death resignation or otherwise I 1 it shall be the duty of the governor to fill the same by appointment and the appointee shall hold his office until his successor shall shall be elected resolution ution proposing to amend kirt icle XIII section 2 of the Cons constitution titio of the state tate of utah as amended it at the general election in 1930 relating to taxation of tangible property ascertainment tain ment of value exemptions and the th annual tax for the state be it resolved by the legislature of the th state of utah two thirds of all members member elected to ach bouse and two thirds of all members of each house concurring concur therein therea SECTION 1 that it is proposed to amend article XIII section 2 of the constitution ution of the state of utah as amended at the general richton in 1930 to read a as follows SECTION 2 all tangible property in the state not exempt under the laws of the th united states or under this constitution shall be taxed in proportion to it its value to be ascertained ns as provided by law the property of the united states of the state counties cities towns school districts municipal corporations arld public bubli libraries lots with the buildings thereon used exclusively for either cither religious worship or charitable purposes and places of burial not held or used for private or corporate benefit shall be exempt from taxation water rights ditches canals reservoirs power plants pumping plants transmission lines pipes and flumes blumes owned and used by individuals or cor for irrigating lands within the state owned by such individuals or corporations or the individual members thereof shall not be separately taxed as long as they shall be orned and used exclusively clu for such purposes power plants power transmission lines and other property used for foi generating and delivering elec power a portion of which is used for furnishing power for pumping water for irrigation purposes on lands in the th state of utah may be exempted from taxation to the extent that such property is used for such purposes these exemptions shall accrue to the benefit of the users of water so pumped under such regulations as the legislature may prescribe the taxes of the indigent poor may be remitted or abated at such times and in such ninner manor as may be provided by law the legislature slature may provide for the exemption from taxation of homes homesteads and personal property not to exceed in value for homes and hon homesteads esteada est eads and for personal property property not to exceed in value owned by disable persons who served in any war in the military service of the united states or of the state of utah and by the unmarried widows and on minor inor orphans of such persons persona may be exempted as the legislature may provide the legislature shall provide by law tor for an annual tax sufficient with other sources ot of revenue to defray the estimated ordinary expenses or ol the state tor for each fiscal year for the purpose of paying the state debt if any there be the legislature shall provide for levying a tax annually sufficient to pay the annual interest and to pay the principal of such debt within twenty years from the final passage of the law creating the debt As amended november 4 1930 SECTION 2 the secretary of state is hereby directed to submit the
