Mr. Humphorys stated that Bear River was one of the most highly developed rivers in the United States hut through carrying this program through to completion it was his opinion that through the proper use of ir- rigation methods all land formerly irrigated in the Bear River system could have sufficient water with an additional 200,000 acres brought under cultivation. While some opposition to the plan as ratlin-- d developed from the Wyoming users at the head of the river Mr Bishop, the 'Wyoming State Engineer, seemed to be in accord with the Reclamation Bureau and felt that tin W yeaning water users would in no way jeopardize any of their rights and upon completion would benefit through storage rights that would be granted them. Mr. Charley Myers contended that he construction should commence out the upper end of the river and brot tip several issues on this point. There seeming to be some doubt as ro the period of rime the present state committees were appointed for a rese iution was passed requesting an extension indefinitely of the time for which they arc to function. Some skepticism was expressed as to the willingness of the Utah Power & Light to cooperate in the program as outlined by the Reclamation Service. Mr. Ilumpherys pointed out numerous instances where they had relinquished rights in favor of iyii ter users. Mr. Neilsen also gave it brief outline of a purposed dam in Idaho which would compensate the Utah Power & Light for any rights they may relinquish in ?
