The French delegation declared adherence to the capital ship ratio demand despite disagreement on submarines, but with the reservation that she desired to begin rebuilding replacement in 1927, although this did not mean that she intended placing them In the water before the replacement period provided under the capital agreement. Agreed that there was no hope of an agreement on total submarine tonnage, the committee turned from the submarine question to that of auxiliary craft. The proposal that the size of any warship other than a capital ship or an airplane carrier be limited to 10,000 tons in future was put forward and was under discussion when the midday adjournment was taken. The American proposition to limit the size of auxiliary craft to 10,000 tons also provides that such vessels shall not carry guns greater than eight inches. The American delegation, It was learned after the meeting, plans later to present a propu-'illng with airplane carriers, probably suggesting limitation of size as well as number. The court ordered the governor to trial January 9 on the embezzlement charge. Judge Edwards sustained the attorneys for the governor and Mr. Curtis in part by quashing an indictment charging them together with Mr. Sterling, with embezzlement of $700,000; and quashed three counts charging conspiracy and the one charging confidence game in the other joint indictment. As-- a result, Mr. Curtis ill face trial only on the nine remaining counts of the conspiracy charged. Although Mr. Sterling is not a party to the proceedings here on a charge of venue from Springfleldj where the Indictments were returned July 20, 1921, Judge Edwards action will kill the embezzlement charges against Mr. Sterling.
