On Saturday, May 9 at 2:30 p.m. six local officers were honored in a special ceremony in the malls cen- ter court for being named Outstanding Officer of the Year for 1986 by their police chiefs. These officers were chosen for their outstanding efforts and contributions to their departments. This is the second year Layton Hills Mall has sponsored this program in which the sheriff's and police chiefs in Davis County were contacted by the mall and asked to select an officer from their unit for recognition and submit a letter to the mall stating why the officer was chosen. Sergeant Craig Barber was selected by Chief Leroy Webb for his exemplary service to the Clinton Police Department over the past ten years. Sgt. Barber handles many of the administrative duties of the department as well as his regular police work and assists in the selection and training of other officers. Bountiful Police Departments Officer of the Year is Paul Rapp. Officer Rapp has been with the department for the past six years with over two years of that working with the Davis Metro Narcotics Strike Force as an undercover agent. In that assignment. Officer Rapp was instrumental in the investigation, apprehension and conviction of numerous drug and narcotcs dealers and has kept thousands of dollars of controlled substances off the streets. Since being reassigned to the patrol division Officer Rapp has maintained high standards of professionalism while enforcing the laws. He is also a Resource Officer for Bountiful High School where he works with the students. Rapp works under Chief Larry Higgins. veteran of the A fourteen-yea- r sheriffs department, Sergeant Phil Leonard was selected by Sheriff Brand Johnson as the Outstanding Officer of the Year. Sheriff Johnson describes Sgt. Leonard as a "doer who consistently makes things happen. He credits Sgt. Leonard with saving the life of a small boy in Farmington who was iryured in a car accident. Sgt. Leonard heard an emergency call on his radio after y but responded he had gone to the call, arriving before the para off-dut- medics and administering mouth-to-mou- th resuscitation to keep the boy alive until the paramedics ar- rived. In addition to his work for the department Sgt. Leonard is also a volunteer member of the Mountain Rescue Team, is secretary of the Davis County Sheriffs Employees Association and officiates and schedules basketball, football and baseball games. This is all in addition to operating a farm and spend- ing time with his family. Chief Doyle Talbot has selected Heinz Schuessler as the Outstanding Officer of the Year for Layton. Officer Schuessler has been with the department for 18 years where he has served, and still is, a field training officer for new officers. Now assigned to the detective division, officer Schuessler has always worked to enhance the image of the police department in a positive manner. Officer Schuessler started with the department as its first traffic officer and the expertise he gained in this field have allowed him to assist in planning, enforcing and educating in the area of traffic en- forcement. Chief Talbot says Officer Schuessler has the ability to make people feel good about getting traffic citations and for receiving police service, no matter what positive or negative form it arrives in. Officer David Thacker from Syracuse was selected by Chief John Gardiner for the improvements the department has made in the past year in regards to their patrol cars and first aid kits. Officer Thacker came up with the idea for the new markings used on the patrol cars and improved the first aid kits carried by the officers. He has also volunteered his time to help remodel the police department office space. On the job, Officer Thacker has been effective in apprehending drunk drivers and working on narcotic cases in addition to his normal duties. . Trooper Randy Dalton of the High patrol has been recognized for the past two years as the Utah Highway Patrols Outstanding Trooper in Davis County and has been selected by Lt. Gary Gunrud as Outstanding Officer of the Year as well. Troop Dalton has an excellent reputation for his professional manner and is well respected among his peers. He is always willing and ready to help his fellow officers and share his knowledge with them. |
