Located on the ground floor of the headquarters building, the stand opened the day after New Year's. Johnson, 45, moved his family to the military reservation where they live in a mobile home. They had lived at Etters RD2, York County, until last week. He has eight children, including four stepchildren, two of whom are at home. Welfare Secretary Dr. Thomas W. Georges, who jointly announced the snack bar opening with State Adj. Gen. Establish New Bars Each operator passes a small percentage of his gross sales into a revolving fund which is used to establish new snack bars and replace old equipment. The Public Welfare Department has been able to establish nearly 200 snack bars since 1952 without the need for additional tax funds, except for $50,000 appropriated by the Legislature to initiate the fund. Snack bar operators estab lished in business by the state grossed more than $5.5 million during the last fiscal year, the Welfare Department said, and their average net earnings were $6,300 annually.
